Dr. Callan teaches PAD 607 City and County Management (fall semesters) and PAD 701 Administrative Ethics (spring semesters).
Dr. Callan is Chief of Staff of the Erie County Legislature.
Dr. Callan has served Erie County in a number of positions, including as deputy director of budget and management for Erie County (2012-2017). He previously served as associate deputy comptroller for the Erie County Comptroller (2006-2010) and budget analyst/director of policy for the Erie County Legislature (2003-2005). In 2011 he served as executive director of County Executive Mark C. Poloncarz’s transition team. In addition to Erie County, Dr. Callan has experience in municipal government (Community Development Coordinator for the Town of Tonawanda) and at the federal level (U.S. Department of Commerce; Congressman John J. LaFalce).
In additon to his work at the local and federal levels of government, Dr. Callan was a vice president and senior media relations specialist for Levick Strategic Communications, a Washington, DC-based public affairs consultancy. He also worked for the Advisory Board Company, a Washington, DC think tank.
Dr. Callan is an active member of the community, including as a member of the Erie County Community College Board of Trustees and the American Society for Public Administration.
Dr. Callan holds a Ph.D. in Political Science from the State University of New York at Buffalo (2000), a Master’s Degree in International Relations from The Australian National University (Canberra, Australia) (1995), and a Bachelor’s Degree in Political Science from The American University (Washington, DC) (1993).
