Dr. Callan teaches PAD 607 City and County Management (fall semesters) and PAD 701 Administrative Ethics (spring semesters).
Dr. Callan served Erie County for over a dozen years, most recently as deputy director of budget and management for Erie County (2012-2017). He previously served as associate deputy comptroller for the Erie County Comptroller (2006-2010) and budget analyst/director of policy for the Erie County Legislature (2003-2005). In 2011 he served as executive director of County Executive Mark C. Poloncarz’s transition team.
Dr. Callan was a vice president and senior media relations specialist for Levick Strategic Communications, a Washington, DC-based public affairs consultancy. He also worked for Congressman John J. LaFalce and the Advisory Board Company, a Washington, DC think tank.
Dr. Callan is an active member of the community, including as a member of the Erie County Community College Board of Trustees.
Dr. Callan holds a Ph.D. in Political Science from the State University of New York at Buffalo (2000), a Master’s Degree in International Relations from The Australian National University (Canberra, Australia) (1995), and a Bachelor’s Degree in Political Science from The American University (Washington, DC) (1993).
